When did the Trust start exploring the options of a single site inpatient unit?

In 2021, we began working on an important programme to rebuild and modernise our adult mental health inpatient services by bringing them together on a single, purpose-built site.

How are the public able to give their views on the planning application?

The Trust is holding a public event on Monday 24 August 2026 between 3pm and 7pm for the public to drop in and learn more about the plans.

If the planning permission is approved will everything be happening all at the same time?

The programme will be delivered in phases, rather than through one single construction project. Not all services are proposed to move. Our consultation will seek views on which services it is appropriate to relocate to the new site before final decisions are taken.

What will happen with the old inpatient buildings?

Decisions about the future use of existing inpatient sites will be considered separately and communicated as the programme develops.

How will the project be funded?

A number of funding options have been explored. These included opportunities to secure national NHS capital funding to deliver the redevelopment as a single programme. As national funding priorities changed, the Trust developed a phased approach, using its own funds to deliver one new unit at a time while continuing to seek additional funding to accelerate future phases.

Why is change being proposed?

Our inpatient teams provide excellent care, but many of the buildings they work in are ageing and can be improved to meet modern standards for mental health care environments.

New facilities would provide:

• More private en-suite bedrooms
• Improved therapeutic and activity spaces
• Better access to natural light and outdoor areas
• Modern environments designed around recovery and wellbeing
• Safer, more efficient buildings that can meet future demand

What is meant by mental health inpatient care?

Mental health inpatient care provides intensive support for people who need treatment and care in a hospital setting.

This may be because they are experiencing a mental health crisis, require around-the-clock monitoring and support or need specialist assessment and treatment that cannot be provided at home.

Inpatient wards offer:

• 24-hour nursing and medical care
• Therapeutic activities and treatments
• Structured support
• Safe and secure environments
• Help with recovery and planning for discharge

Will current services be affected?

All current Trust services will continue to deliver patient care. The programme focuses on adult mental health inpatient services currently delivered across nine units in Hull.

Not all services are being considered for moving to a new site. A formal consultation will seek views on which (if any) services should relocate before any final decisions are made.

Where is the proposed new site?

The proposed location for the single site is the Trust's Willerby site.

This site was identified as the preferred option following a detailed appraisal process which considered a range of factors including clinical requirements, operational needs, estate considerations and feedback from patients, carers, staff and stakeholders.
